Some animal shelters do not allow people to adopt animals directly from them. Instead, they require people to visit a specific shelter and sign-up for a day, usually during the day, to look at the animals in their care. There are also private animal shelters that people can go to instead of heading to the main ones. In these private shelters, the waiting period may be longer, but the quality of the animals is not likely to be affected. These private animal shelters may not even have spaying or neutering programs in place.
